You would post this still if the clock or caption were gone. Name the type. The brick, the sky, and the people should survive. This is the Text chip on the same pass as Magic Eraser. A stock stamp is Watermark there. Isolation is Background Remover.

The brief is burned-in type — a timestamp, a story caption, a date stamp. A sign that is part of the place should stay unless you name it on purpose. If the mark is a stock overlay, stay on Watermark in Magic Eraser. If it is a logo badge, that is the Logo chip there.
The fill should be more wall, not new type.
The patch comes from the sky or plaster already in frame. You should not get a generated poster. If a shop sign also disappears, your note was too broad — point at the date in the corner. Crop so one string is the obvious leftover.
